Highest level of clearance is top secret. After that, it goes laterally, so not having access doesn't mean that anybody's hiding anything. It just means that you have not been involved in an organization or project or a situation that requires that you know that specific information. Nobody except the president has access to everything on demand. This woman does not understand how clearance is work, or she is trying to showboat her authority.
